You will remember that, at our

we agreed that we would draw up terms
of reference for your visit to Hong Kong
in the autumn and send them to you for

After consultation with the
Acting Governor of Hong Kong, the terms
of reference we would propose are as
follows:-
"To advise the Government of Hong Kong
on the general lines and principles
to be followed in planning the future
Port
development of the deer and urban
area of the Colony; to outline plans
for this purpose; and to advise on
what such plans would involve and,
in particular, what planning
organisation would be required.
The above is based very closely on the
terms of reference mentioned in my letter
to you of the 24th of March, with which
we understood you to say you were in
